Newly added DC's are not replicating with existing DC's

Dear All,

We have a Windows Domain Environment on our Network. And 3 domain controller on default site (head office) and two other DC’s on remote sites.

Last November I have added a new  domain controller to default site (where other 3 domain controllers are located) and was getting errors related to replication after few days. In every DC I got event ID 1864 saying directory partitions are not replicating on one DC.

And I couldn’t see newly added DC on “ repadmin /showvector /latency DC=domain,DC=Com “ output on every other DC’s. Same time was started to getting errors on authentication related functions in Domain.

So then I forcefully demoted the newly added DC and did a metadata cleanup. Then all errors disappeared and authentication related function became back to normal.

Then to fulfill my early requirement I freshly installed and promoted one other server as new DC. But unfortunately I am facing same scenario as earlier. Also I noticed any changes I am doing on other DC’s are not replicating to New DC. Existing DC’s are replicating well between themselves and I can’t find any issues on those and my newly added second DC also not replicating with exiting environment. Seams something goes wrong some ware which I can’t find. Please assist.

Pls. note bellow information’s that will may be required.

All servers running on VMware environment

All DC’s OS is Windows 2008 r2 SP1

No gateway firewall between new server and exiting 3 DC’s on default site (same LAN/Subnet)

Antivirus software is Symantec and AV firewall is not enabled

Windows firewall is enabled(default), but tried by stopping them no different on result

AD site topology is Hub and Spoke where only remote DC’s are replicate to Head Office site

Event ID’s getting on directory service on other DC’s 1863, 1864

Netlogon and sysvol has created I can see files and folders

All FSMO roles are holding by one server

Migrated from windows 2003  three years before and last 2003 DC has demoted on last year
