I will start from the beginning.
I had domain on 2003 native level with forest 2003.
Domain had 2 sites with different subnets. One of the controller (HV) let say DC03 is Win 2008 R2 (GW Loccation), another - DC01 (ENE Location) was Win 2003 R2.
I had promoted DC01 and reinstalled machine as DC04 with Windows Server 2008 R2.
DC04 was promoted as DC in location ENE.
Forest and domain was changed on 2008 R2.
Everything was working fine till now.
I changed replication from FSR to DFSR. Whole process done without errors.
After few days I found that the replication is down, I repaired it (Adde my own inter-site transport IP protocol and own connection links after that repadmin /kcc) but the replication is down again and I don't know what is the reason.
In logs on DC03 I have:
Event ID 5002
The DFS Replication service encountered an error communicating with partner DC03 for replication group Domain System Volume.
Partner DNS address: DC03.gw.local
Additional Information:
Error: 1723 (The RPC server is too busy to complete this operation.)

On DC04 I have information:
The DFS Replication service successfully established an inbound connection with partner DC03 for replication group Domain System Volume.

So It looks OK in one way.
Together with above problems on DC03 I have errors on both DC :

The Knowledge Consistency Checker (KCC) has detected problems with the following directory partition.
Directory partition:
CN=Configuration,DC=gw,DC=local
There is insufficient site connectivity information for the KCC to create a spanning tree replication topology. Or, one or more directory servers with this directory partition are unable to replicate the directory partition information. This is probably due
to inaccessible directory servers.
The errors are for every directory partition
